As for California, it used the be the art capital of the world due to Hollywood and all. However, once they went WOKE and Gay they kind of push everyone out and now we seeing it move elsewhere. You have no art capital due to the internet. Anyone and show their art to anyone and doesn't need to be in a major city to have a chance to be seen. It would look like D&D. The races in D&D do not produce mutts, 5.5e literally got rid of half-races.

Additionally, even IRL, blacks still exist as a clearly distinct racial group in the USA, despite the end of formal discrimination two generations ago (and vastly lowered levels of informal discrimination), even though if they mated at random they'd disappear in ~1 generation (being only ~13% of the population), because:
- People tend to be attracted to people who physically resemble their opposite sex parent, and if you are black your opposite sex parent is also black;
- People tend to mate with people who share culture and values, and white and black Americans have noticeably different cultures;
- People tend to mate with people who go to their church, and churches are quite racially segregated (which is basically a specific case of 2; when my family went looking for a new church, we did go to a black church, but while they were perfectly welcoming, it was very different from what we were used to so we didn't stay).

All of these apply to D&D, where all the races have distinct cultures and there are a bunch of racial deities.
