Every piece of equipment should have some kind of downside, or else why wouldn't the player just have it constantly? Use a buckler with a two-handed sword too, why not. Wear it while you're sleeping, or jerking off, too.
I get that it can be justified, but I just think the opportunity cost of not being able to use certain other equipment if you have a shield is just a good tradeoff.

A radical GM would have a bevy of wrist-mounted contraptions that would be locked out by a buckler, such as a wand sheathe, grapple-gauntlet, hidden blade, etc. Otherwise, logistically the major thing a wrist-strapped small shield would inhibit is weapon-switching.

Just gate it behind a skill or background requirement. Using a buckler along with another weapon requires training and familiarity, and doesn't need to be something that everyone does universally, but rather can be favored by certain cultures/factions more than others.

Sure you can have it by taking a feat for it. Also you lose the shield bonus if you attack with a bow that turn, as you can't maneuver the shield and aim the bow at the same time.
