What is the significance of the curved stave "C-staff" with/out a gem on top? What does it mean when a wizard uses it?

The proper ones have the gem floating as a clear display of magic. It's also one of those things that's incredibly easy to do in Animation/Video Games but was a lot harder to do in live action. You might be able to get by with fishing line, but even then it'd still look pretty cheap especially if the staff was in motion.

Visual storytelling. Magic gems and crystals are used in a lot of fantasy settings as a tool for wizards to focus their magic through. And what's the easiest way to have it present at all times without keeping it in your pocket? Tied to a big stick so you know precisely where it is at all times. And what are commonly used sticks that are made to be sturdy enough for travel? Shepherd's crooks, which are obviously curved at the top to hook in sheep, or rigged to hold a crystal in so it doesn't fall out.

Basically, it's like that cause it gets the idea across of how important the wizard's power is, not to mention evoking the image of a royal scepter which are often ornamental staves with orbs on them to imply might and majesty.

If I had to justify it as a design I think this is a reasonable take. It can work as a badge of office because the gem genuinely floats when a practitioner flows magic through it. So someone with a staff like this is unlikely to be faking.

I mean thatโ€™s kinda fun because it would be an insanely sweaty and awful thing to try and do, so you can have panic-stricken wizards desperately struggling for time. I guess older editions of D&D kinda had that with multi-round casting times but nowadays everything practical is pretty much one action.
