What sort of conditions would have to exist for a society to invent mechs BEFORE they invent tracked or wheeled vehicles?

Mostly having it stuck in mountains and swamps to make more conventional locomotion impractical, but those are a pain in the ass for a long list of reasons. Even then, you need some fuckery to make leg-based locomotion relatively low-hanging because changing the terrain to be wheel-suitable is simple, if labor-intensive, compared to building a mech.

Two ways I could see it happening is:
>Magitech setting where Golemcraft is ancient sorcery that forms the basis of mechcraft well before the wheel is invented.
>Post apocalyptic setting where examples of a long lost civilization's mech production is found and figured out before they really reverse engineer it into more mundane stuff like wheeled vehicles.
Those or it was a gift, either from divine or extraterrestrial sources.

well they need to have rotary mechanisms to actually build a mech, but they also need no solid ground to put a wheel on

so i guess a species that evolved to float through the atmospheres of a gas giant. they want to colonize further south, but its far too cold for them and heavily arboreal with trees kilometers tall, like a cross between bamboo and seaweed- almost space elevators buoyed up by internal bladders

they need environmentally sealed vehicles to survive and harvest the arborial hydrogen or whatever, but its too dense for wing, rotor or lighter-than-air movement, and there's no ground for wheels or rails, so they need something that can climb with limbs

could be interesting to have a scenario like in Obsolete* occur in a more historical and/or fantasy setting

*Aliens show up, but the only thing they're interested in is a singular specific resource unique to Earth(Limestone), in exchange they offer up small robotic frames

Mechs are alright in space
>Limbs actually fill a function for maneuvering in weightlessness when combined with directional thrusters
>Weight limits to what you can feasibly bring justifies extreme costs per unit (if you can only bring 4 units, might as well kit them out to the wazoo)
>The vaguely humanoid shapes makes sense when your operational parametres might be 0-, low or earthlike gravity depending on your operational parametres.

Gundam has some good ideaa honestly.
