Early 4th was the trve apex 40k where they were still building on what made 3rd kino before the 4e Eldar (or Chaos?) book started shifting things to the 5e style way too early and killing the Armory system

NTA, but I actually found Cityfight pretty meh when it came out. It was a ruleset intended to better let you take into account having a table full of terrain and to avoid the awkward compromises and kludges that came with running in such an environment with the standard rules, but (it's been 20 years) I recall its solutions being pretty bland and after a few test games of it our local environment abandoned it.
