It's bizarre that D&D lets you do legitimately so much shit with its character builder but - for some reason - has always created issues with doing this. Even the permissiveness of 5e HATES you if you want to play a halfling or gnome with a big-ass weapon.

Exalted. Every PC ends up wielding an absurdly large weapon, because they're made of the Five Magical Materials (Orichalcum, Moonsilver, Jade, Starmetal, and Soulsteel), so once you attune to them they are feather-light for you but stupid heavy for everyone else. A grand daiklave is 6' long and 1' wide; they're the "heavy" artifact sword.

Then you just play a small character. There aren't much in the way of mechanics for that, but the djala are a canon pygmy people with vitiligo-based panda spots (one of them is a canon Exalt, Faka Kun), but there are presumably other pygmy people out there just like in real life.
