steal the story from a book/film/game
modify it to fit the rules of your preferred system (ideally something where you can do stats ad-hoc instead of manually making statblocks)

Mythic Bastionland. Just jump in blind, its great. I've heard good things about Mothership but haven't played or run it myself.

This kind of thing usually works so its good advice. Even better if you use a story that is at odds with the system (like a Reservoir Dogs campaign in D&D or Kingsman in VtM)

Should be noted that if the story has any moment where the main character(s) need to take a specific action, you can expect the players to not do that.
I played a Modern Warfare inspired campaign, and only one of us (not me) even noticed. We all found out after we had irreparably changed the story because there wasn't any invisible walls or invincible characters like in the original game.

My first word of advice would be to get the fuck off of /tg/ or you will have any desire you have to play games gradually abraded off of you by the nonstop onslaught of two digit IQ takes and cynical loosh harvesting. Run, and consult only yourself and those you know and trust.

Risus isn't a game, though, it's a narrative aid (and not a great one at that, because it doesn't include methods of keeping internal consistency of character, plot, and story).
