Receive paintings with giant feet.
You are also posting a painting from the early 90's, the era of EXTREME, by an artist (Geoff Taylor) who along with Mark Gibbons was super into giant feet in all his work.
It's like asking why character paintings by Adrian Smith all have tiny heads. Or why John Blanche uses so much orange ink.

For me, they look like normal heads, the body is what's disproportionated.

And nobody in the company thought they should have hired artists with normal taste?
Perhaps it's my personal conspiracy theory, but I think that many of todays' body disphorias is because since we were kids we have been influenced by cartoons, toys, etc without anatomical harmony.

I know Warhammer since I was a kid, and it always felt weird for me that lizardmen (both draws and miniatures) had better body harmony than humans. Even Chaos' warriors have better harmony than Imperial men (their hands are bigger than their heads):
