What would be the most logical or fitting empire to explore Hyperborea, assuming it is in the antarctic and ruined after the biblical flood? This is for a game setting.

It's debatable as to where it might have been. Several ancient authors placed the mountains the Hyperboreans lived north of all over ancient Eurasia.
