It should either have an interesting design, have an interesting purpose or have a clever magical enchantment.

I don't understand, how in TES artifacts like Staff of Magnus and Auriel's Bow were used by literal god, but somehow they're can be used by regular people and aren't particularly impressive. Jeez, the Staff of Magnus was used as a metaphysical battery during the creation of the world. On the other hand, Kagrenac's Tools should be just that - tools, useless without the Heart.

They aren't impressive because they are being used by a mortal and as such aren't conducting divine power directly
