Ok but it's not like the shit the imperium does is tiny itsy bitsy stuff en masse. They run on a war economy, refuse to change because it might piss of corrupt oligarchs, keep their streets dirty and simply don't care about proper healthcare, constantly scheme agains't each other and make piles of propaganda and deceit to keep their system alive. It's not a team effort because most people involved don't have any choice to change their conditions set up by a couple of higher ups on Terra.
That aside, who else in the galaxy is feeding up chaos in the same scale as the imperium? The imperium made it so half the galaxy entered a bloody civil war over having chaos corruptible super soldiers spread through every single corner of the milky way. Necrons sure don't feed the warp, neither do nids, orkz have their own gods who hate the big 4, some nurglite and weird propaganda godess thing are popping up in the tau empire but not nearly to the same strength and the ethereals are just mirroring the imperium's treatment with the gue'la so it's not like they made it worst than the imperium, just not better enough because they think humans are a inferior caste. Minor xenos empires didn't have enough warp influence to fuck the whole galaxy over like the imperium did and you sure as hell don't hear about jokaero falling to the taint of the blood god. The whole point of the eldar birthing slaneesh is kinda stupid because only a minor fraction of schizos within them actually powers her and said fraction is deathly afraid of her coming close to their little webway city. A majority of the bad things in the galaxy is directly or indirectly done by the imperium.
