IT IS PLAYABLE. IT HAS BEEN PLAYED.
EXPEDITION is a ~1880s era, Jules Verne-inspired retro-futurist, underground blood soaked adventurescape.
It is a Skirmish wargame. Two players with their own expeditions, on a hexgrid map, explore & fight each other for victory and profit.

I do want to do something about submarines. They're supposedly more common, but given the limits of the period they're going to be quite different from what we generally understand submarines to be like. More guns/Rams and less torpedoes. Unless you live in Fiume, in which case Whitehead torpedoes for all!

The budding German settlement is rapidly growing, and the Atlantean dispatch arrives upon grass fields interspersed by windmills, an idyllic sight completely out of place in the hellscape of the 4th.

There's a lot of setting in-jokes and tidbits which can't be easily translated into normal lore, so having the charts as an all-in-one introduction to that side is good. There would be a disclaimer stuck up somewhere that not all chart information is up-to-date.

On recruitment, select two of the following abilities for all Existentialist Veteran units. This unit also inherits any selected abilities from the Apologetic Soldier Unit. Two Existentialist Veteran units only count as one Elite unit for the purposes of listbuilding.

>Combat Engineer:

Need more equipment. This one is rougher than the previous, still draft-adjacent. It’s even missing fun rule names!

I like the shock trooper, cavalry, and engineer rules. Sniper and NCO could maybe use a touchup. Keep in mind that some of these rules are meant to play nice with the Apologetic soldier, which is why Shock troopers don't get any specific charge buff, for example.
While the Apologetic soldier unit is synthesizing rules from many different books to represent how the Existentialists blend military training, the Veteran is using unique techniques to show how they’re progressing warfare into something new and more terrible still.

Very random, but this is a mindworm that's been digging its way in my head for a while. Its not a "new game", at this point its essentially just a reskin of Netrunner, but whatever. If I put more time into it it would probably end up deviating a bit more from the original game.
I would also not use these templates or icons, those are just the most convenient ones on the application I used.

The best way to think about it is as a tower defense game mixed with some bluffing elements.
One player is a "hacker" (in this case rethemed as the Expedition's side) which tries to build the best rig and program suite to break down the other player's defenses, the "evil corporation" (here rethemed as "whatever can be encountered in the Deep), and expose their dastardly plan.
Mechanically, this is done by the hacker simply saying he'll "run" (hence, Runner = Hacker in their world) on one of the Corp's servers, i.e, any "tower" of cards the Corp puts on the table facedown. The Corp's hand, deck and trash are all accessible locations, as well as any "remote" server he opened before. So, if the Corp leaves his HQ (name for the hand) or R&D without any defenses & the runner simply declares a Run on them, he get to reveal one card, if that's an Objective, he picks it up and scores it.
Part of the Deckbuilding rules forces the Corp to include a number of Objective cards based on how many cards you have in your deck (this will be simplified in this version, too much fiddling around in that mechanic), and for the Corp to win, he must find these cards, play them in a Remote Server, Advance them (i.e spend 1 Action & 1 Credit) up to its requirement, and then reveal it.
Defense cards (ICE) comes in 3 main types (Barrier, Sentry, Code Gate), and the Runner's hacking programs are usually keyed to breaking down a single type. Everything is done through Credit. Most Breakers (hacking programs) can be pumped to deal with any ICE of the correct type by feeding it Credits. Unless he is atrocious at deckbuilding, it is theoretically impossible to lock out a server from being accessed, it just becomes too expensive for the Runner's economy.
Runner gets 4 Actions a turn, Corp gets 3+1 card draw (to threaten flooding). Actions are mostly Draw a card, Play a card, Gain 1 Credit, Advance.
First player to get to 7 Objective points wins the game.

In the base game there are 3 Hacker "factions" (they are more like archetypes) Anarch (burn everything, including yourself), Criminals (do crime, profit) and Shapers (white-hats, folks that hack because they like tech and figuring out shit, social advocates, etc) and 4 Corps, Haas-Bioroids (German engineering corp who like building robot slaves), Jinteki (Japs biotech corp who like to grow clone slaves), NBN (news conglomerate that nvented the new Internet and controls all narratives on it) & Weyland (The Mob landed the Space Elevator construction contract, and has since taken over a large sector of space exploration and colonization.)
Here Haas-Bioroid was the inspiration for Atlan, since HB tend to have the biggest, baddest Sentries, which in my version would be rethemed as the Enemy Encounters.
Weyland would be Mu (focus on Obstacles, slow, if they luck into their proper combo they can do more damage than most).
NBN would be Atlantis (focus on "soft" defenses, Encounters where both sides profit, tracking, lots of small Objectives that cost very little to achieve).
Jinteki would be Lemuria, focus on Enigmas, death by a thousand papercuts, traps, lots of very confounding rules like redirection rules or looping stuff.
The Runner to Expedition translation will be a bit more awkward, but I'm thinking French, Brits and Germans might end up Shapers (focus on building your Expedition), Italy, Ottomans & ? will be Anarchs (focus on destroying the other player) and US & Tsardom would be Criminals (focus on having better Econ than others).
Usually on the Corp side Haas-Bioroid (Atlan) & Jinteki (Lemuria) were considered the better options, but NBN (Atlantis) had early on some of the best cards, only Weyland (Mu) was usually left behind. But you can export a number of cards from any faction, as well as pick from "neutral" cards.

Human Maelstrom: When you're determining the type of an Emanation roll 2 dice and keep the one you wish. However, you must keep all rolls that result in LNGBK Emanations. When a LNGBK Emanation is placed, move all Pain Tokens within your Awareness d3 directly toward this model. If this model picked up a PAIN token as a result of this action, it gains 1 AP (max one AP per turn)

Whalur Hero finished in all but costs. I’ll post it ‘soon’ with comments. For now, some thoughts i had while doing it. In decreasing order of how much they matter.

I think Summoning the UR-CA by every model that could summon it having a Grevious Wound should be removed, because it makes it much more likely you’ll be able to summon him, and it’s something that happens to you rather than something you make happen. It’s weird to be rewarded for taking damage.
His Frenzy summoning methode doesn’t make sense unless he has Immune to Moral, or higher Disapline at least.

Experienced Hunter is different on Harpoonur and Mate. Version of Harpoonur is redundant with Whalur.

Is Whalur Mate not meant to be able to take First Aid Kits? I think he should be. Also, he seems about 5 silver overcosted to me. 16-18 seems more like the range. Harpoon gun is 3, Harpoons for it are 1 for 3, Rations are 1 per, and First Aid Kits are the same. Ideally you don’t take the Rations and First Aid Kits, but you’ll probably want to. So, he has an effective minium of 3, and can be fully kitted out with 7 (3 gun, 4 harpoons + rations + first Aid). 2 Sailurs w/ harpoons only is 16, 3 is 24. If you give them rations it becomes 18 and 26. I guess 17 is the easy option.

I think North Sea Revanchist should be renamed to N.S.R. Veteran. I know that seems like a petty thing, but i think it better reperents the roll that model is meant to play, which i wasn’t, admittidly, sure of upon posting. I was just really trying to get my foot in the door when i posted the models. I don’t think anyone is attached to the names, and it would make them less confusing, both in general, and also upon seeing them as merc options.

Initially I meant Ur-Ca to be a last hail Mary for the Whalurs, but you are not wrong either, I think we can remove it.
For Experienced Hunter I thought I had fixed that, I had noticed too, but I guess I skipped fixing it in the end.
And yeah, the Mate didn;'t get medkits because he can use PAIN instead. Or at least that's how I understood the intent.

And by causing more Emanations it causes more LNGBKR which pulls more PAIN to the captain and is lowering Discipline. Because it has potential to recur, and because of the randomness and additional steps it adds, it should be a once per game thing, should it be implemented, i think.

Royal Whaler is for taking a dedicated naval list. Imperial Whalur is Experienced Hunter interaction and sustain for high value models. Fallen Sky Whalur is boat support and Emanation interaction. Slesvig Veteran lets you get PAIN without Whalur targets and have something to spend LP on. Retired Libertine is for a Sailur focused list. I thought I would have had more to comment on, but now, it all seems pretty straight forward to me
