No, and you won't be able to until they start resculpting the basic infantry and characters, or add additional factions. All six core factions have minis painted up for the CRB, so the molds have already been produced and they're not going to switch material on the fly.

With metal you can use files or sand paper to unfuck unfortunate casting mishaps with ease. Siocast seems to only like being cut and the problem areas are usually in spaces that a blade doesn't neatly fit into in my admittedly limited experience because I quickly hated the material and refuse to buy anything made with it.
Unicool might be great but I am not touching it. CB burned that burned bridge.

No, but it's one of those things that you should be actively choosing to do. If you're building your list haphazardly and just throwing dudes you like in, and then go "Oops, out of points!" after 11 dudes, you've fucked up. You likely will not have enough orders and bodies and guns to do everything that needs to be done. On the other hand, if you're consciously decided to make a more "elite" list made of fewer but more costly units, you're probably fine. As long as you are asking yourself "Is this pricey unit or elite fireteam really going to help me out more than simply including more orders would?" you should be okay.

The 15-man list is not an unbreakable law of list design, but its one that should be broken only when you have a reason to do so.
