in 6 inch scale? There's plenty of cheap Beast X-Men figures out there to start with.

Jaxon head with the ears removed and just the tips used as the new ears, Marvel Legends Frog Man body, (shave down the upper torso belt) use 3M spray glue and Army Painter steppe grass/Stonehave miniatures dry brown grass for his fur. Go with a toybiz LotR cloak, one of the greens ones looks exactly like the one he's wearing down to the gold trim. Clip the tines from a plastic comb and drill holes in his head/arms insert them as the quills. Swap his flippers out with anyone's boots.
