It's not similar, and there is only one of the the 3-4" ones with the T hips. Neither of these movie Lizards is even remotely similar to the reptilian in the OP's image.

Kinda reminds me of some chupacabra action figure with the spikes, and there’s a surprising amount of articulation on this figure. It looks like a 1:18 scale figure at a glance, but not 100% sure.
