I found a full set of combining Netflix Voltron lions for really cheap at a thrift store, but the robot bicep swivels/lion waists for the arm lions were insanely loose. Is this a know issue with the toy, and is it fixible?

I don't think mine has that issue, but I just put my straight on display. Maybe try disassembling the lions and adding some floor polish on the friction points?
Alternatively, depending on how cheap the figure itself was, maybe try and pick up some new arm lions, I don't think they're that expensive on the secondary market.

I can't remember if they used a screw or pins for it, but check. You might just need to tighten it if they're screws.
