The cost was original Space Lego. We've had a couple of decent but short-lived Space subthemes since Star Wars has become so predominant, mainly Space Police 3 and Galaxy Squad, and the Mars themes had some decent sets, but fuck I would sacrifice the entirety of Star Wars to the void of non-existence for the return of a somewhat evergreen Space theme.

all the cool underwater themes around that time were obviously just space stuff in development at the time turned into not space to make room for star wars. but why did they stop after that those underwater base themes with weird submarines were kino.

I mean, technically it is back, but it's "City" Space again because they are too cowardly to give the Space theme it's own branding. And honestly it's fine. I do like the Modular Space Station and the Space Base sets, but most of the vehicles have felt uninspired, especially the rovers. The only vehicle I have really liked is the big Galactic Spaceship that was released this year. The one you posted is cool for a Junior set, but the only other spaceship in the theme looks so similar to it (but slightly bigger) that it feels redundant. But picrel, yeah I might bite.

it's not cowarace, it's one of disneys rules regarding lego star wars
lego isn't allowed to have a 'competing' space theme with star wars, this is why there hasn't been a separate space theme since galaxy squad in 2013, and that was only made because lego already had everything completed for it before the disney buyout
to get around this lego shunts it into the broader city theme, but at the cost of it being pretty bland compared to space themes of old

potc isn't an evergreen theme like star wars, it had one wave back in 2011, and a single set for the new movie in 2017
pirates 3 had a single wave in 2015, there was no reason for disney to prevent lego from having a small pirate theme years out from the next movies release

Considering that the Pirates 3 theme came out right in the middle of shooting that movie (for which development became back in 2011), it is entirely possible that it was the same license that was renewed from that first wave of PotC Lego. And Disney is known to be even more protective of their in-house properties, so if such a clause existed, it most likely would have prevented Pirates 3 from being made.
Of course, this is all conjecture.
What I want is evidence that Disney is stopping Lego from making another Space theme, because without evidence that claim is also conjecture. Especially since the "releasing a sci-fi Space theme as a subset of City" loophole wouldn't stop Disney from going hack with their lawyers. And all the other Classic Space sets that have come out since Disney acquired Star Wars. Yes, I know, it's fuck all, but do you think a company that went full litigious on the parents that gave their dead kid a Spiderman tombstone will let that shit slide?

You’re trying to focus it too specifically on Disney when Lego have done this with every single original theme type regardless of Disney involvement, like how Castle got killed off when they got the LotR theme, and they’ve never tried to let it recover outside afol sets.
I wouldn’t put that behaviour past Disney but I think the evidence points more strongly to Lego themselves making this decision again and again to get more licensed themes or pseudolicense gimmick themes like dreamzzz
