It’s devastating for anyone who buys single figures. You're talking about 20-30% added on top of already brutal tariffs, which will force a lot of U.S. collectors to pull back hard.
When American collectors stop buying in the same volume, it will affect everyone else. Fewer sales mean fewer runs, higher production costs, and less incentive for companies to take risks on niche lines or special editions. The U.S. is too big a slice of the pie. If it shrinks, the whole market will feel it.

I think most reasonable people expected something nuanced that would pass muster in congress. Not a blanket executive order that makes zero distinction between the types of goods being tariffed. The idea on its face is sound, but zero thought was put into the details and how it would affect regular people who exist outside the walmart supply chain. I was just under the same impression that

I think that is the question most people are asking. Walmart, Amazon, etc. aren't going to pay out of pocket for tariffs though and are just going to pass the cost on to the consumer, so I don't think we have gotten to a point (assuming one even exists) where these tariffs benefit the consumer in any way. So you can either buy goods at an inflated cost from a retailer because they are passing on the tariff cost to you...or you can import yourself and still pay a grossly overpriced tariff charge starting at $80.
The idea of tariffs is good on paper, but when you realize the US barely manufactures things 'in house' anymore, the idea becomes less appealing. You need some form of manufacturing base in order to give people domestic alternatives to the goods they were importing in the first place and that doesn't currently exist.

Kaiju Daddy went and talked to the folks at Japan Post, and his understanding is that they really don't wanna take responsibility over that tariff, so the closer to $100 declared value a box gets, the more squeamish they become. They're pretty concerned about currency conversion kicking things up over $100. Also, no one is gonna buy the box with 5-6 import figures only being worth $100 usd, so they expect them to get opened and inspected.
Senders outside the US don't want to be on the hook for tariffs, the President obviously thinks (incorrectly) that the sender is supposed to be on the hook, and CBP and USPS have no infrastructure to inspect or claim on a billion packages anyway.

The US Government (current or future) has no incentive to re-instate it as, assuming people/businesses continue to import on a small scale, they will be making 'free' money from it. Huge business (Walmart, Amazon, etc.) will never fight to bring it back because one less chance to purchase a toy/notebook/tool via importing for cheaper with de minimis, is one more chance they have to take your money.
At best, this will become a hot enough talking point in the next election and you will have both Dems and Republicans saying they are 'considering' or 'talking' about reinstating it, only to totally forget they talked about it when they get elected. (Worth noting, neither of these groups care about the people de minimis being killed is likely to impact and they will, as they always do, cater to the money and corporations that back them.)

How is it not? Customs sees packages as one item, regardless of their contents. Then whatever is in your item, whether it be one golf club or fifty golf balls, they then base the fees of the origins of said contents of the item(s) inside and their declared value. The $80 should apply to each package plus 15% time the total of the package. If it was per literal item in said package nothing would ever go through ever again because they get to decide how far this goes. If you buy a golf club, technically its made of 6 items (club, finishes, staff, handle, glues, etc.). You see? So they go by package as the item, even if there is one thing or a hundred things in the package.
