I'd say The Godfather 1 and 2 together is equal to OUATIA. But as individual films, I'd say OUATIA is the better film.

I think 1 is a better story but claustrophobic. 2 is a mess made worse by having a parallel story following the Godfather which has no bearing on the main story following Michael. It's not even like the runtime needed padding either. It's like certain episodes of The Sopranos. If you enjoy turf war stuff like season 1 and toward the end covering the war with new york, then Godfather 1 is a perfect mob movie. Godfather 2 is like a 3 hour long Hesh Rabkin episode. Still haven't seen 3 and probably never will. Doesn't seem necessary.

Godfather 1 is the better film. Brando is just too good. Godfather 2 is remarkable for its method of telling father and son around the same age, but for me it delivers with memorable scenes and dialogue but falls flat with the overall senseless of fulfilment the first film does
