Yeah, Catwoman works as a hero when she's navigating the gotham city underworld using her fighting skills and sexuality. She doesn't have the same reservations that Batman has towards killing or being brutal towards criminals which makes her more fitting for the types of criminals that exist in Gotham, and she can whore herself out for information. Well what I'm getting at is that the vast majority of characters with super powers in DC Comics are insanely overpowered, especially the speedsters, wherethe only way to actually counter them is to give normal humans like Catwoman unnatural superhuman reflexes - even then her legs and arms should break on impact of hitting the Flash at his speed - or make the speedsters crippling retardation. Batman series characters are just given a lot of favoritism over at DC and thats always been a problem, especially when few of them have actual superpowers and are just mere humans yet are able to absolutely humiliate beings well beyond their abilities is dumb.
