how do I dash into a wind run consistently? Sometimes I get a regular jump or a light light, so annoying

I think you can just press X and A at the same time, it will automatically jump onto the nearest enemy head.

I know how to wind run, but doing it out of a dash has a weird timing to it

I think you're letting go of the block button while wanting to perform Wind Run.
Just keep holding block while pressing the buttons simultaneously and you should be able to get it consistently.
You could still potentially get a regular jump, but you won't be getting the light strings.
