It'll be better than almost all 007 games that came before by virtue of being an honest to god stealth game and not just a shooter. I did my best to play my way through the likes of FRWL or Bloodstone with stealth takedowns and let me tell you they are not built for it.

they already spent money on the license so that's already money that isn't be spent on the game. Then you got extra layer of execs involved telling the devs what they can't do and what they have to do. It's a popular franchise so will have to cater to casuals, which typically tends to leads to shitty shallow games itself. Then it's not even the james bond that everyone knows and loves so doesn't even really appeal to james bond fans.
It has so much going against it.

He's espionage, sometimes sneaking and out of sight, sometimes in plain view and gathering intel.
