No. Courts are not a separate branch of government in China. The government does not need to pass laws to suddenly give $500 million to some random company to promote their industry, for example. In the US subsidies need to be given by a law, eg. the chips act, and these take years to formulate and must be agreed on by enough people to pass it. And local governments are for the most part irrelevant in business outside of offering tax breaks.
