They were focused on Fallout 4 and DLC, and then Starfield took up way too much development time. I genuinely think that ES6 was in development slowly but parallel to Starfield and after Starfield got farted out and wasn't the insane hit Bethesda expected, ES6 got changed and redesigned when the Starfield team probably got pushed over to work on it.
It's genuinely impressive how long these video games take to come out. Same engine, better tools, yet somehow Fallout 3 beats every fucking new Bethesda game.
