Those ground reflections in MW2012, for example, reflect the world around just fine and look good. Likely not that taxing, either.
To implement those same reflections in a "modern" game, however, the same developers would be implementing "global illumination" and ray tracing just to make the streets look shiny. Those same devs then struggle to get a game to run at 4K60 with all that, so they either tone it down, tone down the resolution, or you have to play your fast-paced racing game in "performance" mode with gimped reflections instead.
I still think NFS2015 was one of the best looking of the series, despite it being one of if not the worst playing title.
