While you're right in general Rockstar were known to be particular when it came to micromanagement by the top guys. I know RDR2 for example had major redesigns and rewrites even a few months before release because Sam Houser kept demanding new stuff be added/removed all the time. Which is how you got stuff like Guarma which ended up 90% scrapped anyway. At the end people worked 12 hour days 6 days a week and the company was close to a breaking point.
