I'm assuming the clothing damage is related to story progression, not the gameplay. That feels more like something R07 would do. She gets more and more vulnerable over the course of the game (by slowly getting naked).

Wow, Japanese fans are vocal about Silent Hill f and they are NOT happy. They're discontented with the change in setting to Japan and Ryushiki being the main writer. I guess they were holding out hope for a well-written scenario. There's even a petition that's garnered thousands of signatures to have the story changed. That obviously won't happen but it just shows how unhappy they are.
