Because they do. Modern artillery shells are accurate enough and can shoot for far enough distance while not costing as much as a typical missile guidance and propellant system. It's just not going to be used for surgical strikes. Depends on what the army needs.

drones come in all shapes and sizes, the main issue with them is tracking as they can hug the terrain pretty well
both sides started employing trap shooters with shotguns years ago and russians seem to have specialized shot ammunition issued to their infantry
