Breath of the Wild is a crossgen game that released on the Wii U and Switch at the same time, perform almost the same except Switch is a bit higher resolution
So the Zelda games are 2 full priced games with $10 upgrade each
Last of us is 2 games made into 4 full priced games and 1 $10 upgrade

I hate the direction of nu-Zelda, and I think Tears of the Kingdom was the biggest disappointment and $70 is a scam for a game that just copy pasted botw and added another barebones story and more sandbox mechanics. But your comparison doesn't work here.

You're speaking of an ideal world, but Nintendo milking the botw template for another 20+ million sales was a no-brainer to them. I do genuinely believe the Zelda team was not passionate about making Tears of the Kingdom, and it was the business side of Nintendo that demanded they recycle botw to make another game out of it because it would be way more profitable. But the really bizarre part is why it took 6 years, longer than any 3D game, when it was the most lazy entry imaginable. I hope the online expansion doesn't discourage them from bothering with the remasters, Twilight Princess will undoubtedly be on the GC game library at some point. But Nintendo does not get enough criticism for not just letting you buy old games anymore, it's ridiculous how we had this shit since the Wii, but now we have to pay $60 a year just to rent games. What I was getting at was just that the re-releases were way more excessive and not comparable in technical terms, but Zelda is just as guilty in other ways, if not more.
That's not even taking into account the Hyrule Warriors game. Which does play drastically differently and is made from scratch mechanically, but it's still set in the same era and presumably uses much of the same assets. And now we're getting another Hyrule Warriors for Tears of the Kingdom.

The only cope we have is that they started development on a Switch 2 Zelda game concurrently with the development of Tears of the Kingdom, or they at least started pre-production on it so they know what kind of Zelda game they're going to develop. Nintendo knows Zelda is important to push console sales so they'd hopefully plan it out so that Zelda releases at least in the middle of the Switch 2's life.

We now know Mario Kart World shifted to Switch 2 in 2020, so Switch 2 games could have started development as long as 5 years ago.

It's hard to say because as far as I remember other games in development didn't seem to take longer than usual to release due to covid. The lockdowns took place for only a fraction of the time of covid, so a few weeks to a couple months at most, and even then employees were working from home, even if that did slow development.
