Oh, so this really is just Capcom's version of Resident Evil: The Final Chapter, huh? The whole idea of going back to the ruins of Raccoon City and discovering that there was some terrible secret about why the Raccoon City incident happened is a film thing.

IIRC it goes like this:
CV/RE4: Wesker leaks info and Umbrella gets sued to death. Focus: Umbrella.
RE6: some conspiracy comes out to light. Why and how Raccoon got destroyed gets explained in more detail.Focus: the conspiracy.
Why and how the US gov was dealing with Umbrella before Raccoon City still needs some explanation. The real reason Raccoon got obliterated was to hide the US gov's stakes in Umbrella, so there's a loose thread there. The plot may focus on the US gov this time.

I think Japanese writers don't really understand the US government. The way the games treat "the US blew up Raccoon" as some kind of great scandal that would destabilize global politics is pretty retarded. Part of the problem is that Capcom have written all these sequels where biohazard outbreaks are clearly common knowledge. They're using fucking giant BOWs to fight Eastern European conflicts for crying out loud. Bear in mind that was in RE6, the game where Simmons kills the president by causing a mass outbreak to hide the shocking truth that the US government blew up a city in the 90s.

Like, anyone can put 2+2 together. The films came up with an actual surprising twist behind the incident. That the incident itself was orchestrated by basically a doomsday cult within Umbrella who felt that the end of the world was nigh, and they needed to move it along so they could ride out the storm. That Raccoon was basically a glorified false flag operation.

The games revealing that Racoon was blown up to stop a zombie virus and also conceal US government connections to Umbrella is the kind of reveal that would attract "So what...?" reactions in the real world.

It was a twist invented in the last minute and was a pretty generic one.
Outbreaks can happen due to mistakes (see wuhan). The og plot of RE was fine. And the US dealing with this with a nuclear bomb to take 0 risk was also fine.

That's not a twist, though. The problem is the RE games treating it as this big important secret that people would freak out about if they knew.
