Concord's biggest gameplay mistake was that the devs thought that people pigeonholing themselves into maining one or few character is a design flaw. The crew system that incentivized character swapping with stacking bonuses was supposed to "fix" it. It turned out that people both don't actually consider maining their favorite characters a negative, and Concord did not have kind of characters people even would be interested in trying out and playing widely - or even maining for that matter.
Also, the awful character design also had gameplay ratifications, because character designs are not really telegraphing what characters do and how they actually play like, adding to the unintuitiveness.

Games aren't like the movie industry, where in order to change the characters, you have to completely recast them. One skilled artist can redo an ugly female character design, replace a few obnoxious lines of dialog from her, and write her a new subplot within a few months. If you want to do a professional job on the design and animations, it takes more time, but if you have years and a team? The reason why the ship is taking so long to course correct is because the crew and their sponsors don't WANT to course correct. 1) System Shock's Remake was kickstarted so Nightdive wasn't expecting to sink their own money into it
2) Being a kickstarter game meant it obviously fucked up a whole lot during development, some dev drama and money troubles happened, to the point that they had to scrap the original builds
3) Nightdive had actual integrity so instead of just cancelling and telling people to go fuck themselves they went back and finished the Remake with good quality and little to no cutbacks on the original kickstarter outline
Playstation might be worth several billions of dollars but you will never see them accomplish something like this in your lifetime because they're too gay and shitty to commit to such a thing
