I don't know if they still do it but I have gotten ones at random in the past you would get a notification and they would be in your inventory. but in the 14 years I have had my steam account I have received only around 3 of these.

those random pack drops happen when people craft badges, so popular games have more drops, but the playerbase is bigger, so its net zero most of the time
new FOTM, well known niche games and meme games like hentai furry bad rats game have better chances because memes or its the hot new shit
