SpongeBob debuted in 1999 and Squidward, a secondary character already recevied his own plush in 2000. Waluigi debuted in 2000, but he did not get any plushes until 2014, 14 years after his debut.

What gives? Mario is a much bigger brand than SpongeBob.

Waluigi is a tertiary character created to be a tennis partner. He's isn't comparible to Squidward who is an actual major character on the show. Waluigi is on the same level as characters like Larry Lobster, Squilliam or The Dirty Bubble
