Windows are sometimes opaque to NPCs and sometimes not.
Animations where NPCs turn their head count as their field of vision moving, but they can't see you hanging under them even if their animation directly shows them leaning off the railing and looking down.
The one appeal of Elusive Targets, that being doing it all in one shot, doesn't matter because you can just pause and restart every time you get caught.
Enemies can't see Santa sprinting directly at them but can see you dragging a body while you're behind a chest-high wall from across the map.
