Yes because those unobtainable OEM parts create a standard by which your record is held to. Emulators update, can be tampered or modified, etc. so there is no trusted standard by which records can be held to. Thats why speedruns of the same game but on different consoles are separated. Different standards.

People are gonna have to suck it up and accept emulators pretty soon. All those 40+ year old arcade cabinets are wearing down and making new CRTs is basically lost technology.

I don't think it fits the strict definition of cheating but if it's against the rules for the standard of the record itself, then it's against the rules
