It's because the entire thing is dumb. Say Photobucket or any similar site "owns" the image flowers.jpg, either because they legally own the rights or have stolen it and are willing to sue people who claim they stole it. Someone sees flowers.jpg on a website and wants to know the source. A good reverse image search could potentially find the listing where photobucket is selling the licensee, but it could also find other places it was used (and potentially be easily saved) or even the original creator's gallery (particularly if it wasn't actually owned by photobucket). If nothing else, it'll help find flowers2.png and daises.gif which might be free to use.

If an industry is trying to be the only place that people can go to in order to legally use images in copywritable material, they're going to clamp down on every vector for discovery and collation other than their internal directory.

Unfortunately the AI industry is pulling much the same gambit. The hardware and infrastructure costs of generative AI are colossal and although right now it's propped up by investment capital with every major player trying to win a seat at the table, it's eventually either going to implode and/or the companies running them are going to start really putting the screws to people in order to ramp up costs. Most likely it'll be like photoshop where people pirating shit for personal use isn't really cracked down on because they see it as free advertising, but any company trying to rely on it gets reamed.

As far as copyright goes, Disney and Universal just filed suit against Midjourney which is the first major salvo after shit really began popping off. I personally find all of it replacement-level dross and abhor the shit that happens at my job where people try to incorporate it. There's some genuinely cool stuff to be done with text synthesis on small datasets like internal wikis but overall it's just endless amounts of chaff to sort through with any wheat being either happenstance or plagiarism.
