I never used to clean my PC and it was always dusty and loud as fuck. I always got a mate to build it for me and never touched it unless I added more RAM, which was easy. But with my new PC (prebuild, better price than buying parts) the stock CPU cooler was dogshit so I replaced it, which wasn't difficult if you read instructions and watch tutorials. Then I needed to add m.2 drives which are both underneath the GPU, 2 separate occasions. Then I had to send GPU back for RMA. Then I upgraded the CPU. Then I had to screw a new SSD in. Then I added more RAM, then replaced all the RAM with a 64GB kit. Then I added a WIFI card because the mobo WIFI sucked dick. Never had a problem with it turning back on, learned everything as I needed to.

That's because it's literally a vacuum cleaner in reverse, minus the filters and bag/bin.
There are smaller and quieter ones that use batteries that might be more appropriate if you're only using it on electronics, but I like that model because it's heavy duty enough that you can use it for other things.
Like I've used it to air up pool toys and blow away sawdust, etc. in the garage.

I take my PC outside, open it up, use a little compressed air. Let it come to temp, close it back up then take it inside. Let it sit to temp. Plug everything up and everything works out great. Only do it twice a year.
