Publishers just had too much decision power over the end product so devs were forced to design the campaigns to be piss easy so the CINEMATIC-obsessed gaming journalists at the time would rate it highly as per publisher demands. The actual gameplay was instead hidden in the challenge maps, in the predator challenges more so than the combat ones.
It's different since the late 2010s though, where CINEMATIC-obsessed gaming journalists were replaced by ones that suck even more because they expect tranny glazing of some sort. Also the powerless devs that still wanted to bring fun gameplay into a game in some way ended up being fired for being white males and not being "diverse" enough.
