I figured it was because they were working on a new engine, RE engine-X? But it doesn't seem like there's any real improvement visually and the character models look slightly worse this time around too.

Re9 took 9 years. Re8 was supposed to be revelations 3 and 9 was supposed to be 8 but it was taking so long they made rev3 re8 instead and gave this even more time. They wanted to show it last year but opted to not even do it then to ensure the game was high quality before even reveal. It's got a 9 year dev cycle and the biggest budget of any Capcom game ever. It's either going to be unbound kino or another re6
