I imagine the reason is because nobody plays on Xbox and those who do probably aren't the type to care about Final Fantasy, and those who both have an Xbox and like Final Fantasy probably play games on PC as well anyway and could have just played it there by now, however it is also a sincerely awful game and is completely deserving of poor sales.
