An "open world" vehicle driving environment is fucking pointless unless it's packed full of fun shit to navigate around, ramp off of, cause chaos and do tricks.
This does not work in a dedicated racing game with extremely limited physics like Mario Kart, even if the open areas had stuff in them, because all there is to the game is racing on the dedicated tracks for first place and top times.
It works in games like Burnout and GTA because of advanced physics and there being both fun and reward incentives to fucking around in the sandbox portion of the game.
