Originally? Not really, Dragon Ball (when Goku is a kid) is mostly a mix of 80's movies and Journey to the West.
But on DBZ (when Goku is an adult) and they explain his origins, it does seem slightly similar. However, I dont remember Superman transforming into a giant gorilla at night, nor Goku having any particular weakness at all to a specific crystal. The only thing they are similar is that their planet destroyed and they landed on Earth as babies. But even the context is different. Krypton just blew up, the Saiyan planet was destroyed by Freeza. If anything, Dragon Ball and Goku's origin story are much more thought out than Superman, and also much deeper and richer in lore.
Also Goku is much more beloved and popular than Superman nowadays, and makes more money too.
