The thing is the vast majority of modlists will share the same 90% of mods improving graphics, basic QoL, and shit like that. When they don't it's more often due to people just not collecting the same comprehensive superset of mods, and/or having issues or incompatibilities and not bothering to fix them (which the modlist makers usually do), not hard preferences.
In a massive 1000+ mod modlist, you'll usually have less than a dozen gameplay mods that really singificantly change things and are down to preference. And maybe a couple of weather/ENB/texture mods which might have alternatives that are down to preference - but most modlists come with several weather/ENB options already.

So a modlist lets you install 590gb of mods that you'd have installed anyway and then you pick the specific modlist that has the right last 10gb of gameplay mods that you like.
