Why did fighting game switch to 3D graphics if they're still gonna play like 2D one? There's cutscenes, but most just uses still-images or slideshows for it.

Less expensive. Animating 3D models is easier than doing hand drawn high quality sprites. Pro life tip OP - if you wonder about something and why is that something happening then 9/10 times its about money.

Initially to reduce development costs.
Now it's as much because using sprites in the modern industry will get you mocked by the same people you're trying to sell it to.

Not even Tekken is true 3D. You're playing on rails and have to sidestep if you want to use your 3D space.
In reality devs have realized that you don't need to overcomplicate things. Try to teach some noob Soul Calibur and the first thing he's going to struggle with is 8 way run.

They need to outsource animation work and models to Pajeet sweatshops. That's basically it. 2D animation looks far superior but it's too costly and time consuming for modern devs.
