Shadow is the Vegeta of the series. It's a statement of fact. When someone says Shadow isn't a Vegeta expy, that's them both having denial and wanting Shadow to be something else. Unfortunately, they have so few comparisons that now "fans" want Sonic, Shadow, and Silver to emulate Dante, Vergil, and Nero from Devil May Cry instead.

Shadow and Sonic really don't have much of a relationship or connection in Sonic Adventure 2, the story itself isn't really set up for them to become that kind of relationship in the future really.
They're on opposing sides and happen to meet incidentally three times in the story due to that reason, but that's the extent of their connection. They also have similar powers sure but neither of them care about something like that.

It's not like Vegeta and Goku who have the who same race thing going on, and class difference, and also actually beating the shit out of him, and caring about competing martial arts prowess.

Ian's pretty good since he's quite handy at coming up with new interesting scenarios to put the characters through, and within the context of the comics he does a good job of developing everyone to a point where they become likeable while not losing any of their core traits.
He's a bit of a canon freak but that's kinda down to his origin as a writer taking over a failing comic he didn't start.
SEGA's wasting him at the moment since party games and animations where the characters just hang out isn't really his forte, he needs a proper new game that has the budget for more than six characters to really flex his creative muscles I think.
