Because ever since 2013, every Xbox has been developed on AMD silicon. Same with PlayStation. Their entire system, including graphics APIs and different calls, instructions, etc. is entirely dependent on AMD architecture. They would have to do everything from scratch and re-develop for Nvidia architecture instead.

what you noticed is the trailing. what's hard to spot is that the image is very unstable and shimmers. modified taa fixes that.

check this example to see how the image quality differs between modded taa and default taa. default taa is bad at resolving any fine detail and will shimmer. its very noticeable during gameplay.
