the 40k wargame proper has tournament rules for xeno and imperial players cooperating in large events.

I would enjoy a game like Vermintide II but with a Rouge Trader that runs a ship/orbital weapons, a Mechanicus Magos with some Skitarri and Castilon robot, a radical enigmatic psyker inquisitor, a Sister of Silence, a Commissar, and a Space marine all to have their goals align for some crazy adventure into unknown fringe planets that are home to some crazy xenos. Not every Eldar is a raging retard, some of them do actually understand the idea of cooperation, and they generally hate chaos more than anything else. Imperial/Eldar beef is mostly a product of bad writing to begin with. Dark Eldar, sure, fuck 'em, but craftworld, exodite, and harlequin Eldar really have no reason to not be at least on speaking terms with the imperium, except bad writing.
Tau are pretty receptive to working together to take out the serial killers of the galaxy.
Kroot don't give a fuck and are happy to work with whoever is arming and feeding them. Also they like not being dead, which rules out most of chaos, tyranids, and orkz anyways.
Votann are basically imperial anyways, pretending otherwise is being silly.
Necrons are usually pretty omnicidal, but some recognize that chaos or nids are a much more imminent, immediate problem that needs to be dealt with at least before everyone else. Some necrons outright just don't have a problem with the local wildlife, as long as it stays off their lawn.
Orkz and Tyranids basically can't be negotiated with, only directed at someone else. Time will tell of Ghazzy can bring about a new age of greenskin diplomacy by ascending to a Kroark.

Everyone hates chaos, everyone hates tyranids. If it's against chaos, orkz, or tyranids, there is basically no reason everyone else wouldn't be on board to cooperation. The only diplomatically risky faction is the dark eldar, who everyone BUT the Eldar want dead.
This also rams into the derp of the inquisition. The inquisition is, in fact, not completely retarded except around the Grey Knights, which are distilled retardation.
Most inquisitors are made to answer for calls to exterminatus, and many actually lose their title over doing it wastefully, if they can't prove the real threat to other worlds that leaving this one as is posed. Many inquisitors, in fact, work with these xenos because of the net benefit to the imperium these interactions cause.

The TLDR is that they can't.
For all the power an inquisitor wields he is still subject to the judgment of his peers, there are very few sworn radicals that operate openly, and generally they are considered traitors by their conclaves and hunted as such.
As a matter of fact almost all inquisitors openly pledge themselves as one form or another of puritan, even if they are the blackest Xanthite.

The other issue is that while xeno-tech can be an attractive lure, xenos themselves rarely present both a useful skillset, that an inquisitor cannot acquire throught more pure means, and the required level of pliability to be used as an agent.
Of course a farseer is a powerful psyker but he's also an active player with his own motives and believes, things no inquisitor would countenance in a powerful servant.

Dark Heresy threads are filled with either owlcat shills or reddit lorelets, always happy to tell you that in the rulebook (which they have never opened) there are rules for player Xenos (there are not).
Much like their Rogue Trader game Dark heresy will have nothing in common with the tabletop experience save a name and some lingo lifted straight from an ill cited wiki.

It's mostly a theme and story difference I think. The gameplay could be mostly the same, with investigation and exploration leading to shooting galleries, the difference is your party could more easily move in more environments and have dialogue where you can go under the radar and not divulge who you really are, even if this eventually leads you to the action. Kind of like how you can play a rogue and scout ahead and stealth in infinity engine games while your party hangs back. Honetly they'll probably have some of the companions I want for the final game and if they just add some detective crime scenes with psychometric powers and things will mostly feel like I want.

A VTMB immersive game where you mostly go solo until you've collected intel and decided on a plan of approach at which point you switch to play as the imperial agents for the operation sounds like a good time to me. I really like the idea of farming out tasks to your specialists.
