All you would need is to add a Snap to Cover mechanic like CoH.
Like the other anon said, elite low model units already behave like how SMs would. Thunderbarge, Steam Tanks and Gyrocopters are already functioning examples of military vehicles. There is zero problem with a TW 40k, you just lack imagination.

Eh, it wouldn't work well, but what CA game ever does. Like, it'd definitely be a far inferior experience to dawn of war because, objectively, the total war formula does not translate well to modern military operations(no, steam tanks that basically act like just a big monster unit that shoots things doesn't count), but it'll probably be sorta kinda fine.

This is the actual problem. Like, half the factions in 40k are just the imperium. Total War 40k would be Space Marines, more Space Marines, Imperial Guard, Sisters of Battle, more Space Marines, Admech, Grey Knights and more Space Marines.
And the enemy faction would be Chaos Space Marines.

Arkhan the Black gets to start with 2 armies instead of 1, after you know about the tombks mechanics then you know how significant this is. It will completely leapfrog his entire progression compared to every other tomb kings faction. However, compared to every other faction that has actually been upgraded for WH3, the tomb kings are absolute shit.

It doesn't have to. Warhammer operates on Napoleonic and World War 1 tactics, which is essentially just human waves and against artillery and encampments.

In recent years Games workshop has been going for presenting a new Tacticool face for their elite unites because it makes their characters look less retarded but before that, when you're talking about how the bulk of the setting actually operates there were plenty of IG regiments who just used straight up Line Infantry tactics and trench warfare.

I just beat the Chaos Dwarfs campaign for the second time. Such a fun faction, especially with modded units.

They should do what they did in Medieval 2 DLC and offer localized maps with just a few factions. It could be a great way to do what they did with the tutorial of the game and it's atrocious that they haven't done anything with that at all.

In general the fandom has reacted poorly to the small campaigns and pretty much the entire focus has been on the big world spanning sandboxes, Warhammer 3 didn't even sell that well and had shit reviews until Immortal Empires came out. Which I hate because I would massively prefer small narrative campaigns focused on a specific region and 2-4 factions. It doesn't help that Warhammer 3 opened up with somehow the worst campaign of the whole series.

I don't need Ind since War Elephants aren't in the game but I wouldn't mind some Genies or Punjabi sultans. It's not really Warhammer but half of Warhammer 3 isn't. Kiev really went overboard with the bears. It should have just been their counterpart to Demigryphs, they didn't need be a mount for half of their characters and the thing pulling their artillery.

And I'm really disappointed by the clear split in direction between cutscene Kolstatyn and Campaign Kolstatyn, with 1 being a serious religious leader and the other being a cartoonish rasputin.
