I wouldn't go that far. They missed the mark when they expected people to grind out all 10 pages of a battle pass with 15 missions to play over and over again. And that 15 is only if you count the first two missions of each job, which only serve to build up to the third one with the third one containing all the objectives from the previous two + a boss. But the gameplay is good, once you get to the gameplay-changing stuff in the pass then it gets fun.

wouldn't really say it needs more guns, it has guns that are all distinct from each other and play differently
adding more guns just for the sake of it is how you end up with shit like darktide where there's a million fucking guns but they're all samey and pointless so you could gut 95% of them and nothing would change
more tool mods would be great though since the SCP aspect with OOPs and altered items is Control's strong point
you literally have a fucking universe with unbridled creative potential, you're not constrained by almost any rules at all, so don't be as boring as Control when it comes to the OOP/altered item designs and actually get creative
also they should make the difficulty actually matter

It's simply a bad game for the price and the attention it asks.
Why would I spend $40 on a game that you can "complete" in two hours? expect higher difficulties which just makes enemies beffier and some "random scp items appear to disrupt your 5 minute long mission" mode there is nothing fucking to do.
And everything that isn't the dudes and their weapons are recycled content from Control especially the enemy AI. Hell, if you remove Control's powers and force a 1st person view mode and it will feel exactly the same as playing Firebreak.

Helldivers 2 at launched for the same price, it gave 2 enemy factions to fight and like 5 times the amount of weapons and gadget to mess around, way more mutators altrought less interesting, and at time it was neat to see a narrative that you could """influence"""" by playing.
