Hence while the movement speed itself is capped it only feels slow if you're playing poorly, the zone is actually highly engaging and allows for a relatively high amount of player input, e.g. weaving through the spears. If you took a Sonic game and doubled Sonic's movement speed but tripled how spread out the obstacles were, it wouldn't actually feel any faster in any non-superficial way.
